【施旖婕／綜合外電報導】美國國會在周四提高國債上限限期逼近之際，仍未能達成協議，評級機構惠譽今日宣佈將美國的AAA主權信貸評級列入負面觀察名單。

另外，眾議院共和黨議員將提出一項新財政折衷法案，將聯邦舉債上限提高至可支持到明年2月7日，並向政府撥款至12月15日。新計劃將不包括先前要求的延後實施醫療器材稅，但將對總統歐巴馬的醫保改革增添修訂。

眾議院議長貝納的發言人表示，法案原定於當地周二晚間表決，但委員會後來宣佈押後法案辯論，參議院調高舉債上限和重開政府的協商也喊暫停。

《蘋果》報導，2人結婚2年3個月，育有1名女嬰，2人婚後住在鄭女的台南老家，吳男不工作，岳父要求他搬離。鄭女傷心說，吳男不僅吸毒酗酒，常暴力相向，今年3月在老家挨揍，曾向警方報案，後來吳男求和，她一時心軟撤告；這次打算進一步訴請離婚。

高市警局婦幼警察隊組長藍海山提醒，夫妻關係雖以和諧為前提，但若對方有暴力傾向不可姑息，應報警或撥113婦幼專線求助。

美國政府舉債上限是否調高僵局未解，國際知名評等公司惠譽信評15 日宣布，目前正在檢視美國政府AAA的最高評等，此舉意味可能調降其評等。

惠譽信評已經將美國的信用評等置於負面觀察名單，惠譽指出，將在未來半年完成檢視，儘管預期美國政府可望盡速調高舉債上限，但政治邊緣政策和財政靈活性降低將增加美國政府違約的風險。

「惠譽國際信用評等公司」（Fitch Ratings Ltd.）今天警告，美國信用評等目前仍維持頂級的3A，但列入「負面評等觀察名單」，意味短期內調降評級的機率增。

距離17日美國必須提高舉債上限的最後期限只剩2天，而美國國會尚未就授權提高舉債上限與重開政府預算達成協議。

「美國有線電視新聞網」（CNN）報導，信評機構惠譽雖相信美國應會盡快提高舉債上限，但華府政治邊緣政策與融資靈活度降低，增加美國國債違約的風險。

2011年美國提高舉債上限爭議，導致信評機構「標準普爾」（S&P）下調美國信評由3A調降到AA+，這也是美國信評首次被調降。

惠譽分析，目前華府爆發的危機與2011年類似，違約風險破壞美元作為全球儲備貨幣的信心，增加對美國信任與信用的疑慮。

佛羅里達州12歲女孩賽維克不堪長期遭受霸凌，上個月跳樓身亡。佛州警方指出，兩名涉嫌霸凌她的少女，昨天被捕後送入少年看守所，現已交付家長帶回居家監禁。

佛州波爾克郡（Polk County）警長朱德（Grady Judd）今天在記者會上表示，年齡分別為12歲與14歲，目前就讀中學的2名少女，昨天晚間被警方以加重跟蹤騷擾罪嫌逮捕，移送少年看守所後，現已交付家長各自帶回居家監禁。

根據警方調查，賽維克（Rebecca Sedwick）從2012年開始，遭受這2名少女長期施加言語、肢體與網路霸凌，今年9月初在佛州中部1座廢棄水泥廠內，從3層樓高的建築物跳樓身亡。

朱德表示，目前警方正從社群網站搜集這2名少女的網路霸凌證據。這2名少女長期霸凌賽維克，同校其他學生害怕淪為她們的下一個攻擊目標，被迫加入霸凌賽維克的行列。

被捕的14歲少女12日在臉書留言寫道：「對，我霸凌了蕾貝卡，而且她自殺了，但我根本不在乎」。朱德指出，這則留言讓警方決定將她逮捕，否則這名少女繼續逍遙法外，可能會以相同手段折磨並騷擾別人。

根據警方調查，這名14歲少女不滿現任男友過去曾與賽維克交往，因此展開報復，昨天她被捕時態度非常冷漠，沒有情緒反應。

警方調查發現，另1名12歲少女曾經是賽維克最要好的朋友，後來卻成為對賽維克展開長期霸凌的首腦。

朱德表示，由於2名少女都未滿16歲，警方根據佛州法律，以屬於3級重罪「加重跟蹤騷擾」（aggravated stalking）將2人移送法辦。

在北加州每年都會舉辦半月灣南瓜秤重大賽，今年來自納帕山谷的米勒（Gary Miller）帶來了1顆比小客車還大的南瓜，重達1985磅（約901公斤），拿下秤重大賽冠軍，同時也改寫了加州最大南瓜的紀錄。

有趣的是，納帕山谷一向被認為是葡萄酒的產地，但今年南瓜秤重大賽前3名的南瓜都來自於納帕山谷，納帕山谷儼然更適合種超大南瓜。

米勒說，他在是最適合種南瓜的時節開始種，幾乎每24小時就增加50磅，最後才長到這麼大；能夠贏得南瓜秤重大賽冠軍，他感到很開心，這也是這輩子他做過最酷的事。

今年半月灣南瓜秤重大賽共有54顆南瓜參賽，米勒的南瓜贏得冠軍獎金1萬1910美元，換算起來，米勒的南瓜每磅價值約6美元。

去年南瓜秤重大賽的冠軍南瓜重達為1775磅，米勒的南瓜雖然刷新了紀錄，但上星期在另一場外州的南瓜秤重大賽中，同樣居住在納帕山谷的馬蒂森（Tim Mathison），以2032磅的南瓜拿下冠軍，這也是目前全世界最大的南瓜紀錄。

「聖荷西信使報」報導，馬蒂森靠著這顆南瓜，在上個星期就贏得了近3萬美元的獎金，如果馬蒂森的南瓜紀錄能夠保持到11月1日，他就可以再獲得逾1萬5000美元的獎金。

陸委會15日晚間決定，由於大陸浙江新增1例H7N9流感確診病例，因此將當地列入黃色旅遊警示區域。若民眾有意前往當地，須注意加強自我健康照護。

大陸浙江省新增1例H7N9流感確診病例，疫情指揮中心已將該省旅遊疫情建議調升為第二級警示（Alert）。陸委會也作出因應，調整旅遊警示燈號。

陸委會提醒，H7N9流感病毒持續存在環境中，其傳染威脅仍未解除，仍須保持警覺。民眾前往大陸地區，仍應注意自我健康照護，保持勤洗手、戴口罩的衛生習慣，勿任意碰觸與餵食鳥禽，避免至有活禽之傳統市場，食用禽肉及蛋類務必煮熟；返國後，如出現發燒、咳嗽等症狀，請立即戴口罩就醫，並告知醫師旅遊史。
