針對美國等國家指控敘利亞阿塞德政權使用化學武器，俄羅斯總統普亭31日首次公開表示異議，要求美國拿出證據，不要輕率採取攻擊行動。普亭反對美國以截獲敘利亞的通訊內容作為證據，表示光憑這些東西不足以用來做「重大決定」，例如對敘利亞動武等。他指出，「敘利亞政府軍處於攻勢，已在數個地區將反抗軍包圍。在這種情勢下，政府軍居然會把王牌 (即使用化武)交到主張軍事干預者的手中，這完全沒有道理。」他並強調，「至於我們美國朋友堅決認為敘利亞政府軍使用化武，並表示他們擁有證據，就請他們拿給聯合國調查人員及安理會看。」

【綜合報導】台北市動物園的大貓熊寶寶「圓仔」的把拔、馬麻檔「團團」與「圓圓」今天過9歲生日！ 9歲大的團團和圓圓生日相差兩天，台北市立動物園折衷選在今天，幫初為熊父的團團和熊母圓圓慶生。
 
由於要照顧圓仔，圓圓並沒有出檢見客，但團團每天則是忙著在展示場與民眾相見。動物園表示，圓圓還在哺育圓仔，因此今天早餐時保育員就先送上生日蛋糕，祝賀圓圓生日快樂，為了產後保養，保育員今年沒有做冰蛋糕，而是用營養成份較高的窩窩頭和其他大貓熊喜愛的食物搭配布置。
 
團團圓圓今天吃慶生蛋糕時各有不同，團團一開始就豪邁的一掌把蛋糕打翻，圓圓可就秀氣多了，先細心的挑起喜愛的葡萄，再慢慢享受完整個蛋糕，動物園還用逗趣對話，標示圓仔希望江蕙阿姨能教圓圓唱圓仔的歌給牠聽。

【綜合報導】中國新浪微博，將推出新的微博信用積分制度，以打擊網路侵權行為。

新浪微博社區公約負責人胡亞東表示，將於今年10月底左右推出重點構建信用積分規則。 建立微博信用積分制後，對於單次偶發侵權行為將予以制止，持續侵權的帳號則會進行處罰。 根據這個制度，信用積分為初始積分加獎勵積分再減去信用積分。用戶在新浪微博完成註冊後，將自動獲得初始積分80分。如果用戶發布不實信息，將被扣1分至10分不等。微博信用低於60分將被停止增加粉絲，所發內容不能轉發。 如果信用低於40分，所發的全部微博將只出現在個人頁面。而如果信用被扣至0分，微博帳號將被凍結。

據胡亞東介紹，新浪微博社區公約處理的範圍包括：敏感信息、垃圾廣告、不實信息，以及用戶糾紛，包括洩露隱私、人身攻擊、內容抄襲、冒充個人、騷擾他人等行為。

（軍聞社記者周力行高雄卅一日電）南臺灣今天上午大雨傾洩而下，依舊不減民眾支持「全民國防」的熱情！海軍高雄新濱碼頭營區開放今天上午九點啟航，雖遇「康芮」颱風過境所帶來的傾盆豪雨，仍有近三千餘位民眾共同參與此次國防之旅，熱情支持國軍「全民國防」理念。

　此次在新濱碼頭的營區開放活動，由海軍艦隊指揮部一五一艦隊辛勤擘劃，邀情高雄地區學校、機關、地方仕紳與鄉親前往參與，分別展示海軍「成功級艦艇」、「光華六號飛彈快艇」、「油彈運補艦」，以及陸軍各式戰甲車等項裝備武器，並透過官兵的翔實介紹，讓民眾大開眼界，也展現國軍的堅實戰力與捍衛臺海安全的堅定決心。

　其中值得一提、吸引現場目光的國防部福利事業管理處「行動福利車」，為軍民服務，精心提供熱食、涼飲與零食等，在濕冷的天氣中供參觀鄉親購買，多位市民大讚服務貼心！

　今天的營區開放活動，雖然遭遇風雨，多項戰技的動態操演因此取消，但仍無法熄滅民眾對國軍的熱情支持，鄉親們紛紛表示，未來還有營區開放活動，一定會前往參與。

（軍聞社記者卓以立高雄、臺南卅一日電）國防部長嚴明今天視導國軍第四作戰區協助高雄、臺南地區災後復原情形，強調救災部隊應首重安全及標準工作程序，同時指示單位加強官兵生活照顧，全力完成各項救援任務，協助民眾恢復正常作息。

　嚴部長上午由第四作戰區指揮官鄭中將等人陪同，聽取作戰區救災規劃及進度，瞭解國軍部隊協助災後復原情形，並轉達總統馬英九先生慰勉之意。

　部長表示，此次「康芮颱風」對於臺灣部分地區造成淹水災情，國軍部隊於第一時間前往淹水地區協助，受到地方政府及國人高度讚揚，證明國軍平日訓練有素，是一支能戰鬥的勁旅，更是救災馳援民眾的重要力量。

　部長指出，國軍協助救災責無旁貸，肯定第四作戰區官兵發揮最大工作效能，在最短時間內，協助民眾脫離困境，恢復家園及正常生活。

　部長叮嚀執行災後復原的國軍官兵，在協助清理土石、淤泥時，應在「安全第一」的前提下，恪遵「程序、步驟、要領」，操作工程機具，並以同胞愛，發揮國軍「苦民所苦」的愛民精神，全力以赴完成救災任務。

　部長強調，國軍部隊仍應持續秉持「料敵從寬、禦敵從嚴」原則，以及「防災重於救災、離災優於防災」、「超前部署、預置兵力、隨時防救」工作指導，與中央、地方政府共同執行災防工作，確保國人生命財產安全。

　臺鐵自強號列車於上午發生出軌意外，部長也指示第四作戰區屏東災防區，全力支援臺鐵處理事故，儘速恢復「南迴鐵路」的正常交通。
