政府準備在民國104年實施募兵制，國防部的募兵狀況卻不如預期，根據國防部統計各軍種今年截至6月底的募兵數據顯示，今年1到6月，包括陸、海、空、海軍陸戰隊、憲兵，各軍種所招募志願役士兵實際報到人數，總計只有462人，距離預定召募2萬8000多名志願役士兵，招募達成率不到2%。

洪案後恐更難

洪仲丘案發生後，外界更擔心募兵制實施將更困難。民進黨立委薛凌根據國防部提供的數據指出，國軍目前招募的達成率不到2%，等於軍方要募5個聯兵旅的兵員，卻只來不到5個連，僅一個營不到的兵力。其中女性可能還占大部分。

國防部原向行政院爭取，希望志願役士兵薪資可以達到基本工資的兩倍，以提高召募誘因，在募兵相關配套法案裡，也希望爭取戰鬥加給，提高志願役軍士官在艱苦野戰部隊服役的意願。海巡署為了南沙太平島、東沙島的募兵數字慘澹，也將大幅提高兩地所需的外島加給，但行政院都沒有回應。

根據國防部的數據顯示，以民國101年度為例，國軍志願士兵自下部隊生效日起，二等兵待遇新台幣2萬9625元、一等兵待遇3萬1230元、上等兵待遇3萬3845元。這項薪資數額，已是包括本俸、專業加給、志願役加給等總額，每月實際支領金額還要扣除保險、退撫、主副食及健保等費用，所剩不多。

國防部預算不足

國防部財力不足，100到103年招募志願士兵已經調整，採先緩後增方式，國防部人力司曾估算，每增加1萬名志願士兵，費用增加新台幣50億元，國防部的預算始終不足。

薛凌說，今年前半年整整6個月，才募到462位志願兵，現在又因洪仲丘事件出現，可能出現詢問如何退出志願兵退場機制的退兵潮，簡直是對國軍募兵制出現急凍反招募效應。

富邦金控周三表示，對陸資參股一向持開放態度，富邦金若能與陸銀「相互參股」，將是最有利的安排。

富邦金控總經理龔天行說，金希望能引進「具策略價值且門當戶對」的合作對象，參股比率是各自取得對方2成股權。

龔天行表示，富邦已在接觸相關目標，希望能與陸銀相互參股。至於參股對象的資產規模，他表示，最好能「門當戶對」，且既然是「策略夥伴」，應該各自拿到對方20%股權，才是理想的參股模式。

富邦金周三在法說會中預估，今年台股現金股利收入達104.48億元，與去年差不多；上半年已有4.6億元股息入帳，其餘99.88億元股息，將在下半年陸續入帳。其中富邦人壽所持有的投資部位貢獻最多，股息進帳約88.04億元。

【張哲鳴／綜合報導】杜德偉8月30日將發行新專輯《好樣》，近日推出的首波主打歌《妳值得》受到不錯迴響，唱片公司號稱為該曲斥資100萬元拍攝MV，並呈現他和舞者連跳6小時的成果。不料，其中一張畫面，乍看竟出現靈異現象，他身後的女舞者竟仰躺飄浮在半空中。

要非常仔細地研究，才發現原來杜德偉幾乎完全擋住另1人身影，因為角度關係而產生奇妙的視覺效果，尤其現在正值農曆7月，容易引發討論話題。

首波軍事受刑人移監行動，移往新竹監獄兩名受刑人，分別為涉搶奪案被判6年徒刑楊姓男子，和因涉強盜案被判無期徒刑呂姓男子。

二人原訂早上十點報到，其中涉及搶奪案被判6年楊姓受刑人，一早九點就在新竹第三分局與軍方人員戒護，提前到新竹監獄。

新竹監獄表示，兩受刑人分別患有眼疾、視力模糊與精神疾病等因素，申請保外就醫中，新竹地檢署檢察官張凱絜已進行瞭解，並評估是否符合保外就醫條件。

【黃仲瑜／新北報導】今天深夜0時許，國道3號南下過中和交流道發生一起小客車自撞車禍，副駕駛座一名女子雙腳遭變形車體夾住，警消人員抵達現場後，破壞車體後將女子救出，連同男性駕駛一起送醫急救。

駕駛林男表示，當時欲變換車道時閃避車輛不慎失控撞擊中央分隔護欄，事故造成女子右大腿骨折，駕駛林男則是左上臂骨折，送醫時不斷哀嚎；警方指出，在車上有發現含酒精飲料，林姓男子是否有酒駕違規，仍待醫院抽血檢驗後才能釐清。

聯想集團公布會計年度2013年第1季度(4月至6月)財報，財報顯示，聯想該季營收達87.8億美元，相較去年同期成長10%；毛利率為13.6%；營益率2.3%；稅前淨利2.15億元，年增16%；稅後淨利達1.74億美元，年增23%；EPS 0.0167美元。除上季財報表現亮眼外，聯想董事長楊元慶也對下半年釋出正面展望，他表示，雖然個人電腦市場低迷，但聯想迅速轉型，邁入「PC+」領域，並仍樂觀看待下半年，預料隨著美國商用個人電腦業務強勁增長，將有助於PC產業回穩。

Gartner與IDC數據顯示，聯想第2季首次躍升為全球第一大個人電腦品牌，全球市佔率創歷史新高，達16.7%，較去年同期成長1.7個百分點。其中，個人電腦銷售量1260萬台，手機出貨達1200萬台，平板電腦則為150萬台。

楊元慶重申2013年會計年度三合一產品(PC、平板、手機)出貨量目標仍是1億台，其中PC為4000萬台、平板為1000萬台、手機則佔5000萬台。他表示，有信心公司未來在智慧手機與平板電腦業務得以持續增長。

楊元慶預料，當手持裝置發展成熟後，將開始從高階市場轉移至主流、入門級市場，以及從成熟市場轉移新興市場，相信這將有利於聯想的發展。

身為傳統PC業者的聯想，在2011年轉戰通信產品，並憑藉與電信營運商的合作關係，快速佔領市場。楊元慶說明，聯想正從「PC」時代逐步過渡到「PC+」時代，將智慧手機、平板皆視為PC的體系架構，並擴大這些產品的開發力度，未來競爭對手不再只有惠普、戴爾，而是要緊追三星、蘋果。

楊元慶強調，他仍樂觀看待下半年；主要係隨著美國商用個人電腦業務強勁增長，這將有助於整體PC產業回穩。

喧騰一時的八里雙屍命案在今（13）日再度開庭審理，庭訊期間謝依涵依舊不認強盜殺人罪，而僅承認殺人部份；對此，被害人家屬委任律師表示，他們完全看不到謝依涵悔意，已經決定要對謝依涵、媽媽嘴咖啡店老闆呂炳宏及兩名股東提出求償1500萬元。

針對今天開庭，主要是因為上個月23日士林地方法院在召開「最終辯論」時，在押的涉案凶嫌謝依涵不僅再度翻供還當庭痛哭，請求法官傳喚刑事測謊專家林故庭證明她良心未泯；因此，法官才裁定今日再度召開最終辯論。

但對此，資深刑案律師卻表示，如果謝依涵是希望透過今天傳喚測謊專家來翻盤求生，「機會幾乎等於零」，但如果是希望藉此拉長戰線，迫使最終辯論時間延長則不無可能。

因為目前測謊是否有證據能力，在實務上分成兩派見解，一派是直接排除，認為沒有證據能力，另一派則認為有，但不能成為主要裁判依據；因此，不論測謊是否通過，與定罪與否並無直接關係，影響也非常有限。

財團法人國合會也是拿納稅人的錢來運作但是在英文考試時拿著題目卷與答案卷叫應試者傳下去結果有人只傳題目卷給我不知道是裝傻還是真忘記這位老兄考試時不斷發出聲音翻考卷弄得很大聲然後再哼小調唱歌我反應給國合會的承辦人員應該親自把題目卷與答案卷交給考生她回答說她們有自己的做事方法說白一點就是懶下次考試也別忘帶耳塞免得被別人干擾! -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 36.228.1.56

（中央社台北13日電）黑莓公司目前正繼續掙扎求生，乍看之下，黑莓危矣對芬蘭手機大廠諾基亞，以及諾基亞的軟體合作夥伴微軟來說，似乎是大利多，但諾基亞與微軟現在就開香檳慶祝恐也為時過早。

據英國「金融時報」（FT）報導，黑莓公司（BlackBerry ）與諾基亞（Nokia OYJ ）均曾是叱吒風雲的智慧型手機市場霸主，但蘋果（Apple ）iPhone於2007年中問世之後，他們的命運就此丕變。

黑莓與諾基亞雙雙犯下錯誤，深信蘋果或是谷歌公司（Google Inc. ）等後來者，將難以撼動他們的市場主導地位。不過，歷史卻訴說著不同的故事。

蘋果iOS與谷歌Android合計拿下全球逾九成智慧型手機市場，如今問題轉向是否還有任何空間容得下第3方作業系統。

黑莓與諾基亞雙雙設法重新來過，藉由新的作業系統，以重拾市場動能，其中黑莓將舊款QNX軟體升級至BB10，並於今年問世，諾基亞則投入微軟（Microsoft）Windows Phone系統陣營。

不幸的是，「另起茅廬」意味從頭做起，從零開始打造一個生機勃勃的行動應用程式市場，以支援他們的全新作業系統，並提供現有用戶一個全然不同的格式與體驗。

即使微軟口袋夠深，事實證明微軟也面臨艱難的挑戰。

諾基亞上月甫公布季度手機銷售創下8年來最慘紀錄。諾基亞表示，搭載Windows的Lumia智慧型手機銷量創下740萬支歷史佳績，但仍遠低於分析師預期的810萬支銷量。

拜Lumia之賜，Windows Phone終於凌駕BB10成為第3大手機系統，但據市場研究機構國際數據資訊（IDC）顯示，第1季Windows Phone在全球的市占僅3.2%。

在一個以規模為重的產業中，諾基亞攜手微軟所囊括的市佔，還是太小，仍無法確保長久的生存。（譯者：中央社趙蔚蘭）1020813

台南推動「以功代金」　把紙錢化做公益

【辛啟松／台南報導】今年中元普渡，台南市環保局結合7個社福團體在15處納骨塔設置示範點，宣導以功代金，歡迎民眾將省下買金紙的錢捐給社福團體做功德。另外也將結合教育局，善款做紓困助學金專戶，民眾只要到全家便利超商內Famiport點選愛心捐款的「台南以功代金」響應，讓捐款方式更便利。

台南市環保局長張皇珍說，去年民眾熱烈響應，參與單位成長4倍達1491個，推動至今已有2602個單位響應以功代金，金額突破100萬元。

張皇珍說，台積電今年號召企業共同響應以功代金等政策，如以每人焚燒一份100元紙錢是2.2公斤計算，即可減少3萬3千多公斤的二氧化碳排放。另外今年有20間廟宇響應以米代金政策，鹿耳門天后宮20日舉辦中元普度大會，也邀請各界響應「以米代金」政策，捐獻白米做功德，救濟弱勢家庭。

【黃仲瑜／新北報導】八里1間檳榔攤今天上午7時許起火燃燒，波及到隔壁的鐵皮工廠，警消趕抵現場搶救時，發現工廠內有2桶硝酸，趕緊用水霧稀釋濃度警戒，所幸火勢在30分鐘後順利撲滅，並未造成人員傷亡，詳細起火原因交由火調人員調查中。
