2007、2008 年，當我在經營旅遊社群網站Sosauce時，觀察到了這個有趣的現象──每個月到訪的數十萬使用者中，只有幾百人會積極的寫遊記、貼照片，幾千人會參與評分與討論，而剩下的絕大多數人，都只是來瀏覽內容的。現在經營的MR JAMIE 網誌也有類似的情況，每天的5,000-10,000名訪客裡面，大約只有500-1,000人會按讚、分享， 不到50人會留言發表評論（即使是把 Facebook Story 的留言也算進去）。

2006年使用者經驗研究者Jakob Nielsen第一次發表文章闡述了這個現象，並且將它稱為「Participation Inequality （參與不均）」，並且以這樣一個 90/9/1 的金字塔作為模型：

文章中敘述的多個案例，事實上並不完全是90/9/1的分佈情況 ── Wikipedia 甚至是誇張的99.8/0.2/0.003。但或許是「Participation Inequality」太嚴肅也太學究，從此之後，大家就漸漸習慣了用「90/9/1 定律」甚或是「1% 法則」去稱呼這個現象。

最近在星城Online玩星城遊戲玩到沒錢了
