（軍聞社記者林敬傑臺北四日電）國防部今天表示，洪仲丘下士因「漢光廿九號實兵演習」期間，負責機動運輸、輸具調動等全般事宜，陸軍司令部追頒「陸光乙種獎章」乙座，並依規定及權責辦理故洪下士追晉中士

　國防部針對「陸軍頒發故洪仲丘下士旌忠狀、陸光獎章及追晉中士」乙情，做以上說明。

　國防部指出，依據旌忠狀作業規定：亡故官兵，生前曾受政府頒給勳、獎章者，循例由單位申請頒給旌忠狀；其作業程序依分層負責，由陸軍司令部向後備指揮部提出申請，並經後備指揮部審認後核發，無須經過國防部長、行政院長及總統核定。

此外，對於陸軍司令部相關處理作業尚欠週延處，國防部深表歉意。

影片開頭是去年十月發生在中國大陸的一起相當令人遺憾的事件，小女孩被卡車輾過之後，不僅司機肇事逃逸，路過的人們對躺在地上留著血的她竟然視而不見，直到最後終於有個婦人伸出援手，但為時已晚。

在這起事件中，我們似乎看見了生命的重量在某些時刻是如此的輕，但我們都知道生命的價值並不只如此，我們知道不應該對別人見死不救，可是就在這個當下，在許多落後國家中已經有數千數百萬人，正因為飢餓和疾病瀕臨死亡；我們並不是刻意忽略，也許是因為還沒找到適合自己的行善管道，那我們到底要如何才能跨出行善的第一步，找到有效的方式去幫助他人，在Peter Singer的演講中，也許你能找到自己的答案。

Peter Singer提出幾個大多數人要進行慈善行動之前，會有的一些疑慮或猶豫，這些問題往往使得人們對此卻步，然而要成為一個有效的利他主義者並不如想像中的困難，只要認清自己的能力及立足點，你就會是個有效的利他主義者。

Question1：我能造成多大的差別？

其實，你不需要是一個百萬富翁。

Toby Ord在牛津大學擔任哲學研究員，他之所以成為一位有效的利他主義者，是因為他計算了一生的總收入，他從事學術工作，他有能力付出讓八萬名開發中國家的盲人重建光明，而且還足以維持良好的生活品質。

因此Toby成立了一個叫「盡己所能」（Giving What We Can）的組織，來傳播這個訊息，召集想捐出部分所得的民眾，並請大家承諾捐出10%的終生所得，來打擊全球的貧窮。Toby自己做得更多，他每年只留下一萬八千英鎊（少於三萬美元），把其餘的所得都捐給這個組織。

【綜合報導】大量安徽碭山縣褪色紅薯粉條被曝運入廣東，日進貨量最多高達100噸，當地大型批發市場均現問題粉條身影，目前工商部門已介入調查。 　

碭山縣一家粉條地下加工場被揭發為了讓粉條色澤鮮亮和具韌性，生產時違規添加檸檬黃、亮黑等可致癌色素。生產出的「毒粉條」包裝成綠豆粉、紅薯粉(酸辣粉的用料)等出售，主要銷往廣東。有廣東粉條經銷商稱，粉條放在水中煮就變成白色。

當地媒體深入採訪也發現，碭山縣粉條製造商大部分證件不全，工廠内可見檸檬黃、亮黑等色素包裝，粉條成品包裝袋上標示的産地也不是當地。記者將有問題的粉條帶回廣州檢驗，預計要10天後才有結果。

其實打ap易大很容易打,因為他只有一個q技是痛的,所以他q用來清兵或是打你的話,你就可以打他,他的普攻不痛的,相反你的普攻明顯比他痛多了,而且你的r能斷他的w,所以在必要時就他在w時，你就r他,但是你要確定他的q用完,不然你會空大,而且帶點燃吧，也是在必要時他在w時就點燃他。
記得球女都是以農兵為主,不要太進取,因為球女的機動性都是比ap易大低,4分進攻,6分防守就可以了。

而且前期要用普攻多打他,放他風箏,但不要坦兵。
