【綜合報導】役男洪仲丘退伍前枉死，國防部宣布關閉禁閉室，並將修改《陸海空軍懲罰法》，取消禁閉及悔過的懲罰。美國佛萊契爾外交暨法律學院碩士黃子維認為，國防部的做法，只是「鋸箭式療法」，軍隊的管教問題，通常都是發生在充滿人治色彩的潛規則之中。

美國佛萊契爾外交暨法律學院碩士黃子維今天在《蘋果日報》論壇版發表《洪仲丘案　問題在人治潛規則》中指出，營區對於違禁品安檢，對剛到部隊的菜鳥，都會受到嚴格的對待；不過若是資深士官兵，則完全不必受檢。套句軍中術語「每件事都可大可小」，也就是說，軍中全憑長官、學長的臉色辦事。

為什麼同連志願意上士范佐憲可以載營區上網打卡，洪仲丘卻為此被關禁閉，說穿了，問題並不在於規則，而是在於執行人員的大膽越權及草菅人命。也因此，國防部若認為刪改條文字句，而不去整頓那些躲在陰暗角落的錯誤心態，那未免太過天真，太過鴕鳥心態。
