【楊勝裕／新竹報導】新竹縣一名小4女童，去年12月間在繼父家人經營的檳榔攤內，遭繼父摸胸部、下體猥褻，甚至要求女童與他喇舌，被害女童不堪受辱告訴師長，才揭發此案。
 
新竹地院法官調查發現，這名色繼父在4年前曾猥褻被害女童的姊姊，因被害少女母親求情，法官給予緩刑3年，不過法官發現林毫無悔悟，違反倫常，再伸魔掌侵害女童，造成姊妹花接連受害。
 
雖女童向法官求情，表示雖不願與繼父同住，但也不願見到他被關，但法官認他已有猥褻姐姐前科仍再犯，不宜輕放，新竹地院今天依強制猥褻罪，判他1年2個月徒刑。

標題[問題] 南科西側路口的爛路

南科西側入口實在是非常的爛！ 由於我本身住安南醫院附近，但因為學校在官田，因此騎車回學校一定得進善化。 我的路線為：港口→南科→善化→官田 所以安定「港口」是進南科的必經之路，重點來了 港口要進南科就得從南科西側入口進入(全家與711路口，鄉道133會經過許中營魔法森林 此路往南科方向直行會抵達陸橋(國道1號中山高，近新市收費站) 一下橋後就非常的爛，因為柏油部分已經挖起所以整個路坑坑疤疤 當然，我知道道路從挖起到鋪好柏油需要一段時間， 但已經經過一個月但路面崩壞狀況依然沒有改善， 就算無法恢復單向柏油路面完成通車，至少未鋪柏油的路面應該可以壓平吧！？ 每次經過的時候除了本身內臟快分崩離析，感覺車殼也面臨隨時分家的打算！ 此路為港口通往南科(木柵港西路)的重要必經路段，路面坑坑疤疤就算了， 但一大段的崩壞自身路段實在讓人吃不消， 哀～就是這樣了！ ★以下為加強提醒請勿刪除★ 1.發文前請詳閱並遵守板規 2.本類別為提問專用，限台南特定相關事件資訊 認定方式：問題的內容條件 而非發文者的居住地 3.請參考 #13wWJAy2 (Tainan) [公告] 關於問問題與回答問題 4.若文章內容條件與台南無相關將不通知直接刪文 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 210.59.92.165

回顧台股10月份走勢，加權股價指數再創今年新高價位，單月漲幅3.38%亦為今年最大漲幅，月線連二紅。

主計處公布第三季經濟成長率概估值僅1.58%，表現雖不如預期，但觀察中國、南韓與台灣十月份製造業採購經理人指數均呈現改善，顯示亞洲、特別是東北亞區域的經濟前景轉佳。此外，由過往經驗來看，經濟成長率數據對於台股的影響效應其實並不明顯，研判此一利空對後市影響有限，反倒是美股是否能走出一波行情將是台股續攻關鍵。

台股盤面結構顯示市場對於明年第一季的樂觀期待，指數短線並無大幅下挫的疑慮，但近期量能縮減則反應出買方等待進場訊號、賣方惜售的心理，後續量能若能突破千億且美股擺脫震盪並出現明顯向上趨勢，台股才有機會再創新高，由於目前正處於資金行情轉換到景氣行情的階段，若無重大利空干擾，多頭氣勢是有機會延續至明年第一季的。本周起，觀察重點除量能、外資動向外，後續第三季季報以及法說會中對於產業前景的展望，也須持續留意。

產業部分，電子類股因基期偏低，近期已有不少資金搶進佈局，目前電子指數均已翻揚向上，短線仍有衝高機會，不過目前因產業景氣能見度不高，選股仍須以較具成長性或題材性族群為主。半導體產業在台積電釋出產業後市樂觀訊息下，包括封測、IC設計在內的半導體族群可望持續有所表現，消費性電子在新品上市表現平穩下，短期不易有驚人表現，建議進行部分減碼動作，並加碼受惠景氣復甦的資本支出相關類股，如電機機械、工業電腦與安控等族群。

另外，具轉機題材的太陽能產業亦可列入觀察名單，太陽能產業歷經淘汰整併及產品大幅跌價後，供需日趨平衡，部分個股營收及股價均創一年多來新高，轉機性最強。明年在歐洲景氣持續好轉、中國新領導人對環保的重視將使中國躍居為全球太陽能裝置需求最大的國家，產業復甦之路持續看好，在未來投資上可持續關注。

金融業2012年獲利成長，股東權益報酬率也提高，隨著2013年景氣轉佳，評估呆帳提列壓力可能較先前降低，兩岸金融業務往來漸趨開放，有利金融股股價淨值比提升。傳產部份，中國10月製造業採購經理人指數由九月的51.1攀升至51.4，來到18個月來最高水準，顯示中國經濟復甦動能持續，有利中概族群營運前景改善，除了看好消費品牌經營的餐飲與通路百貨等終端需求產業之外，評估景氣改善一段時間後，隨著企業獲利成長，後續資本支出亦有機會提高，因此相關的設備與其上游零組件營運有機會改善，包含環保工程、技術升級與自動化商機的工具機等，投資機會將逐漸浮現。

為了強化美國與埃及的合作關係，美國國務卿凱瑞3日抵達開羅，這是埃及民選總統穆爾西被推翻後，凱瑞首次訪問當地。凱瑞強調，即使美國縮減每年提供埃及的金援，但埃及仍是美國重要的盟邦，而且對於埃及步上民主軌道表示樂觀。

穆爾西下台後，其支持者在街頭發起大規模抗議，遭到軍方的血腥鎮壓。穆爾西下台前，美國每年提供埃及13億美金的金援。美國為了表達對血腥鎮壓的不滿，已經減少2億6千萬美金的現金及其它軍事援助。美國表示，援助的恢復與否，將視埃及未來的民主進程及人權提升而調整。

凱瑞強調，美國減少對埃及的金援不是「懲罰」，埃及是美國重要的友邦，而兩國的夥伴關係不是建立在「金援」上，凱瑞說，「歐巴馬總統實際上非常、非常地努力，以確保我們沒有損壞與埃及的關係。」他說，未來美國將持續與埃及進行策略性對話。

埃及的臨時政府已經擬定了一個回歸民主制度的「計畫藍圖」。凱瑞表示，該計畫藍圖「正以認知範圍內的最佳執行方式進行。」凱瑞強調遵行計畫藍圖時間表的重要性，而政局的和平穩定對於重建經濟扮演關鍵角色。凱瑞說，埃及已逐漸步上民主軌道。

穆爾西4日將出庭受審，支持者勢必再度走上街頭示威。凱瑞呼籲，所有的公民都有權利接受公平、透明的審判。穆爾西遭軍方罷黜，美埃關係降至冰點。埃及外長法赫米在凱瑞抵達埃及前夕表示，埃及與美國的關係正處於一個「動盪的」狀態，而埃及可能尋找美國以外的勢力來維護其國防安全。

凱瑞在開羅時也表示，儘管美國與其中東邦盟在敘利亞事務上「戰略」觀點不同，但對於總統阿薩德必須交出政權持一致看法。他說，阿薩德已經失去他的「道德威信」，敘利亞應該建立一個臨時政府，讓人民有機會選擇自己的未來。敘利亞則立即回應表示，凱瑞的發言不利未來和平談判的進行。

埃及是凱瑞中東之行的第一站，美國在伊朗核談判、敘利亞內戰的處理引發部分中東國家的不滿，此行目的是在緩和美國與其中東盟友的外交僵局，他之後還將前往波蘭、以色列、沙烏地阿拉伯、約旦河西岸、約旦、阿拉伯聯合大公國、阿爾及利亞和摩洛哥訪問，預計12日返回華府。

外貿協會緬甸仰光台灣貿易中心今天開幕，董事長王志剛表示，中心目前為台灣在緬甸的唯一經貿單位，將扮演台緬經貿合作平台，協助廠商爭取商機。

繼駐胡志明市辦事處、曼谷台灣貿易中心、吉隆坡台灣貿易中心、新加坡台灣貿易中心、雅加達台灣貿易中心後，在緬甸設立仰光台灣貿中心，對東協市場布局將更完整。

仰光台灣貿易中心位於仰光市中心的UBC大樓，交通便利，仰光台灣貿易中心首任主任葉人誠表示，為協助廠商進入緬甸市場，設置商務中心供台商租用，有意前往緬甸以及周邊區域從事商貿活動的台商，可透過該中心協助，有效拓展當地市場。

出席今晚開幕晚宴貴賓，除經濟部次長杜紫軍外，緬甸仰光省省長、仰光市市長、緬甸商工總會副主席、各商公會代表、當地台商等重要政商人士近270人，場面盛大熱烈。

王志剛指出，緬甸具有年輕的勞動力、富饒的自然資源，以及優越的地理樞紐位置，是東協會員國之一，自2011年開始積極推動改革開放後，已成為東南亞最具發展潛力的重要國家，世界各國均全力拓展緬甸市場。

經濟部已將緬甸列入2014年重點拓銷出口市場，未來台緬雙邊貿易、投資及技術合作等方面，前景看好。

杜紫軍致詞時強調，近年來緬甸已成為最熱門的外商投資地點，台灣對緬甸雙邊貿易逐年成長，依據海關資料2013年1月至9月台緬雙邊貿易總額1億9090萬美元，年增率14.6%。仰光台灣貿易中心設立後，兩國經貿合作及交流可望大幅提升。

標題[問題] 南崁千葉火鍋

【曾雪蒨／台中報導】位於台中市的福壽實業遭立委爆料進口棉籽，台中市衛生局長黃美娜今天指出，福壽公司坦承的確進口140公噸棉籽作為牛飼料之用，但否認進一步提煉成棉籽油，該局將派員前往抽驗其油品是否含有棉酚，以釐清真相；該局也將該案移轉給台中市農業局，農業局明天上午將陪同農委會人員前往該公司了解，以釋民眾疑慮。

另對於大統公司咬出福懋公司早在2007年就開始跟該公司買油，與檢方僅追究其公司三年不利所得有很大差距，對此中市衛生局表示，追查不利所得屬於檢察官職權，因檢察官這次僅調閱福懋公司近三年資料，衛生局只是配合處理，至於福懋公司不當得利超過三年，是否要加重處罰？黃美娜表示，「將請示中央是否加重處罰。」
