柬埔寨7月大選後，經過6週仍衝突不斷，不僅反對民眾抗議聲浪越來越大，更爆發多起警民暴力衝突，造成至少1死百傷。眼見國會會期即將開始，反對黨為達成訴求不惜以缺席來杯葛，為的就是要政府重啟選舉結果調查，消除舞弊之慮。

7月的柬埔寨大選結果公佈後，舞弊不公之聲頻傳不斷。反對黨柬埔寨救國黨指出，選票當中出現了32萬個重覆的名字，可能與標記已投過票的墨水很容易清洗有關，而許多選票也都被以勾出選票框外等原因而作廢。救國黨在本次選舉僅以些微票數落敗，但卻因此失去許多席次，每一票都非常重要，遂爆發民眾不滿抗議。

持續了6週的僵局，是首相洪森從1985年執政至今的最大挑戰，處境岌岌可危。這次嚴厲打擊異己的行動，挾帶警民嚴重衝突，是柬埔寨多年不曾見過的緊張情勢。打從選舉之後，就有成千的安全部隊人員帶著警棍、防暴槍、盾牌部署在首都。

光是15日，柬埔寨就發生兩起衝突。警方利用催淚瓦斯及消防高壓水槍來驅散首都金邊數千名的示威者；反對者則是試圖移走拒馬，對鎮暴警察投擲石塊，場面亂成一團。根據《雪梨先鋒報》的報導，在衝突中至少造成1死百傷。

在柬埔寨唯一被允許集會的自由公園，成千上萬的抗議者手舉標語「我的投票，我的國家」以及「我的票在哪裡」的標語，許多人甚至攜帶家當前來，準備長期抗爭。儘管政府下令要民眾撤離，仍至少有1千名民眾冒雨搭帳篷留下。

「我們無法接受假的結果！」柬埔寨最大反對黨救國黨副主席根索卡告訴集會的民眾，「我是不會背叛民意的。我們的票是我們的生命，偷了我們的票，就等於偷了我們的生命！」他並表示，抗議行動可能會持續到17日，甚至更長。

今年的選舉在123個國會席次中，救國黨只取得了55個席次，但救國黨根據各投票站取得的計票結果，認為此次大選應取得63個的過半席次，而執政的人民黨席次應為60席。

根索卡向現場近2萬民眾表示，反對黨的國會議員們會在23日新開始的會期中缺席。救國黨主席桑蘭西也呼籲重新清點選票或者重新投票。他表示，一定會透過議員缺席國會進行杯葛，除非政府願意重啟投票調查。

反對黨表示，大選結果裡有250萬張的選票作假，目的就是為了讓首相洪森繼續執政5年，反對黨並宣稱已經蒐集到相關證據，支持民眾也深信選舉被動了手腳，投票舞弊之說始終無法平息。不過13日柬埔寨憲法委員會就裁定，選舉舞弊已經調查過，也沒有必要再重啟新的調查。而14日救國黨主席桑蘭西也與首相洪森難得進行會晤，設法打破僵局，不過成效不彰，接下來兩黨還會繼續協商。

【王立德／台北報導】渣打銀行首席經濟學家符銘財今日在債券研究聯誼會上表示，雖然美國QE緩步縮減購債規模，「但美元還是處在一個很尷尬的位子」，因美元利率趨近於0，無法吸引企業擁抱美元資產，因此現在只能說美元擺脫過去「套利貨幣」的角色，但要說開始長線走多，還太早。

同場出席的復華投信投資策略長吳易欣也表示，美債殖利率上揚，但只要2年期美債仍走區間格局，10年期的美國公債殖利率不會觸及4%，投資人可以不用過度擔心。

【李政遠／雲林報導】中秋節烤肉食材新選擇！口湖鄉公所為行銷鄉內特產烏魚子，邀請民眾中秋節到口湖鄉烤烏魚子歡度中秋佳節。今天上午鄉公所為「2013中秋晚會」活動宣傳，特地準備10公尺長的燒烤架，與民眾用高粱酒共同燒烤烏魚子，現場香氣四溢。
 
中秋節晚會當天將用58度高梁酒，長遠120公尺長的特製烤架上，上千塊烏魚子整整齊齊排列現烤，分送給現場上千名鄉親免費享用，民眾一邊欣賞精彩表演活動及燦爛煙火施放，一邊吃著香噴噴烏魚子，讓鄉親度過不一樣中秋佳節。

標題[問題] 高速公路被閃燈？

宜蘭縣員山鄉公所今天起，發放腳踏車給鄉內323名鄰長，希望這些鄰長有了這些「腳力」，提升為民服務品質。

員山鄉長江永和說，鄰長為無給職，平時辛苦協助村長推展村里多項業務，甚至災害發生時，還擔任民政系統的災情查報工作，是行政部門第一線尖兵及溝通橋梁，不畏風雨，辛勞不言可喻。

他表示，為體恤鄉內323位鄰長辛勞，鄉公所日前編列新台幣90萬元，採購公務腳踏車給每名鄰長，相信鄰長們有了這些「腳力」，可以提升為民服務品質，也可以透過執行各項公務，達到節能減碳及鍛鍊身心健康的效果。

鄉公所說，為因應鄰長不同需求及轄區地理特性，各鄰長可以選擇登山車或淑女車，並於今天起由鄉公所與得標廠商，分別送達給各鄰長。
