為培養「都更家教」協助住戶發起自力都更，新北市都更處表示，已研擬完成「培訓都市更新推動師實施要點」草案。預計從103年度上路，第一梯次規劃培訓50位「都市更新推動師」，協助建商無更新意願；或想自力重建、維護拉皮的老舊社區辦理都更，另預定9月23日將召開草案內容座談會，聽取各界意見納入推動參考。

新北市都更處處長王玉芬表示，目前都更一般多由建商業者進行主導，但住戶、建商常有信任感不足的問題；而房價較低導致利益誘因不足的地段，建商不願意投入開發，也同樣造成新北市的都更推動困難。

王玉芬指出，由於都更程序繁複，一般社區民眾很難自力辦理，新北市政府目前除了推動都更法令宣導、工作坊課程之外，都更處也已研擬完成「培訓都市更新推動師實施要點」草案，預計透過授課、實習方式，系統化培訓都更專業人才，通過考核之後，可獲得「都市更新推動師」證書。

新北市都更處表示，該培訓制度預計將從103年度上路，第一梯培訓認證50人，市府也將訂於9月23日，召開草案內容座談會，聽取各界意見納入推動參考。

新北市都更處表示，希望「都市更新推動師」可扮演類似都更家教的角色，提供有需要都更的社區諮詢服務，從旁協助社區推動更新的大小事務，活絡新北市的都更事業。

舉例來說，針對建商無整合意願；或是只想自力重建、維護拉皮的老舊社區，「都市更新推動師」就可以協助辦理都更，除了組成住戶更新會，也可幫忙尋找合適的建築師和營造廠，自力造家。

此外，若再搭配新北市府對自力更新的重建規劃費用補助、拉皮經費補助等措施，對加速自力都更將再添加助力。

美國華府海軍大樓槍擊案可能不只1名槍手涉案，槍手如何持重裝備進入大樓，如何策畫在軍事要地做案，將再度引起美國安全體系檢討升級。

位於美國首都東南區的華盛頓海軍工廠（Washington Navy Yard）地區，是美國聯邦政府與海軍、陸戰隊等重要政治和軍事機構所在地，距離白宮不到3哩（4.8公里），16日發生多人死傷的嚴重槍擊案，震撼全美，美國軍事領導統御要地出現安全漏洞，引起各界關注。

華盛頓海軍工廠位於安納柯斯蒂亞（Anacostia）河沿岸，過去是海軍裝備生產工廠，近年來成為美國海軍要地，交通部與勞工部等聯邦政府部門也陸續進駐，職棒大聯盟國民隊球場也在附近。

多名美國政軍要員居住在附近區域，海軍軍令部長葛林奈特（Jonathan Greenert）住在案件大樓內，槍擊案後必須撤離。

911事件後美國聯邦和軍事機構，雇員與一般民眾出入均須經多層安全查核。發生槍擊案的海軍海上系統司令部大樓，人員進出要配戴通行證，洽公民眾必須查驗是否持有合法證件，通過儀器和安全人員檢查才能進入。

美國媒體報導，不只1名槍手涉案，如果槍擊案是細密策劃的攻擊事件，並在軍事要地造成多人死傷，全案將再度迫使美國安全體系升級。

案發後，美國安全部門全面動員，大量直升機封鎖空域，並將傷者由大樓頂層天台懸吊救出，軍警全面封鎖區域，負責調查波士頓馬拉松爆炸案的專案小組進駐調查。

「上帝的歸上帝，凱撒的歸凱撒。」以政教分離的憲法原則立基的美國，卻因為美鈔上印有「我們信靠上帝」（In God We Trust）字眼，而在近年來遭到國內一抗爭團體以「違憲」之名纏訟不休，不過聯邦法院開會審議後，上週正式裁決表示「信靠上帝」並未違憲，反而是承載了國家歷史起源與人文精神的來源，因此判決原告敗訴，美國財政部應繼續保留這句話在美鈔上。

這項由「擺脫宗教基金會」（Freedom From Religion Foundation）已在民間鼓吹多年，指控美國政府並未貫徹「憲法第一修正案」中的政教分離原則。近來其代表人紐道博士更一狀將美國政府告上法院，指控美國財政部等單位包庇美國貨幣上「我們信靠上帝」的字句，公然違憲。紐頓表示，「我們信靠上帝」具有特定宗教意涵，已被視為歧視其他沒有宗教信仰的民眾。

在歷經辯論後，上週聯邦法院宣判訴訟不成立，並予以駁回。本案承審法官貝爾表示，最高法院已不斷地重申該訓詞的目的與效果。他裁決指出，聯邦上訴法院已經正式裁示，貨幣上印有「我們信靠上帝」字眼並無違憲，也未造成持無神論者之「明顯負擔」。

聯邦法院的書面聲明中指出，這句立國格言反應了「美國建國精神」與「獨立宣言」當中的基本精神，宣告了人民的自由係「來自上帝而非來自政府」。並且憲法保障的宗教信仰自由，並不代表政府要幫人民過濾掉所有的宗教元素和符號。況且，「我們信靠上帝」這句話並不構成不具信仰者明顯的壓力或讓他們受歧視的來源，因此，決議該字眼予以保留。

有趣的是，被用來引證「政教分離」最知名的格言「上帝的歸上帝，凱撒的歸凱撒」，就是出自耶穌。根據《聖經》福音書記載，羅馬統治初期以凱撒的肖像鑄幣，耶穌特意以此指出，信徒沒有必要以宗教立場為難「以凱薩為尊」的政府。

「美國法律與正義中心」律師塞庫洛指出，「我們信靠上帝」的國訓反映了美國這個國家的歷史，以及與建國而合而為一的，就是「以上帝為尊」的基督教信仰，從而保障了人民的平等權利和各種形式上的自由；他對於法院判決，感到相當欣慰。美國許多民眾也不願看到少了這句國訓的美鈔。紐道的訴訟案提出後，遭到44位美國議員及9萬名美國民眾抗議。

「我們信靠上帝」（In God We Trust）出現在美國貨幣上，可追溯自1864年美國內戰時期。當時國會同意將該文字印在貨幣上，1956年，美國國會再度通過另一項決議案，正式承認「我們信靠上帝」為美國國訓，也取代了原本「E Pluribus Unum」（拉丁文意指合眾為一），隔年美國紙鈔開始出現「我們信靠上帝」字眼。

【綜合報導】美國專業運動網站ESPN.com，昨公布NBA新球季10大後場組合，10月13日即將來台灣打台北賽的火箭和溜馬都上榜，火箭甚至高居第1，溜馬排名第6。

由於ESPN.com是先預測出新球季各隊後場組合的WARP值(不可取代勝利值)，再加以排名，火箭以22.6高居第1，ESPN.com認為火箭拿第1或許會讓很多人嚇一跳，認為火箭沒這麼強，但ESPN.com非常看好哈登新球季表現，認為24歲的他已經是MVP(Most Valuable Player，最有價值球員)大熱門，可望在新球季帶領林書豪和貝佛利在後場大爆發。不過ESPN.com也點出火箭後場的問題，到底要林書豪還是貝佛利和哈登搭檔先發？雖然目前檯面上的人選仍是林書豪，但ESPN.com似乎暗挺貝佛利，因為他們提出一項數據，上季季後賽首輪火箭對雷霆，哈登和貝佛利搭檔時，火箭在每100次進攻機會中，還比對手雷霆多拿7分。ESPN.com也預估，林書豪和貝佛利的先發控衛之爭，從季前熱身賽就會開始引爆。

【綜合報導】美國華府的海軍司令部昨日發生槍擊案，而距離案發地點不遠的白宮卻在今日稍早也傳出「槍響」，隨後警方證實是一名男子在燃放鞭炮，並把鞭炮丟進白宮，目前已逮捕這名男子。

警方指出，在當地時間周一晚間6點半左右，白宮突然聽到槍響，警方馬上起動保護機制，將白宮進行封鎖清查。最後發現是一名藍衣男子，將燃燒的鞭炮丟進白宮範圍內，隨後警方將這名男子逮捕。
